MOU Signed to Fast Track Delivery of 12,000 Homes through PR1MA Mini Township

BEIJING, CHINA, 4TH APRIL 2023 – PR1MA Corporation Malaysia (PR1MA) signed a Memorandum of Understanding (MOU) with SANY Construction Industry Development (M) Sdn. Bhd. (SCID), a subsidiary of China-based SANY Group, to collaborate in building affordable homes using Industrialized Building System (IBS) technology.

This latest MOU is an extension of the previous MOU signed by PR1MA and SCID in March 2022, which aims to construct IBS factories in strategic locations with a potential investment into Malaysia worth up to RM75 million. IBS technology can reduce construction costs while increasing the speed and quality of the building.

The strengthened partnership between PR1MA and SCID is intended to fast-track the delivery of 12,000 affordable homes through the PR1MA Mini Township strategic thrust. PR1MA has identified four locations for the PR1MA Mini Township projects: Teluk Intan, Perak; Simpang Pulai, Perak; Teluk Kumbar, Pulau Pinang; and Ayer Panas, Melaka.

Under this collaboration, SCID will build a teaching IBS factory to produce precast building components for use at nearby PR1MA projects. SCID will also develop Technical and Vocational Education and Training (TVET) programs to train local skilled workers in IBS technology by collaborating with local education institutions and relevant government agencies. This collaboration is expected to create employment opportunities for highly-skilled workers in IBS technology.

The MOU also strengthens SCID role as a technology advisor for the PR1MA Centre of Excellence regarding IBS technology for advanced construction systems and as a technology partner for PR1MA Mini Township, providing IBS technology for the project, which will help save time and achieve greater cost efficiencies with high-quality delivery.

Commenting on the partnership, YB Nga Kor Ming, Minister of Local Government Development, said, “This collaboration is an important step towards achieving the Government’s aspiration to support Malaysians in owning high-quality affordable homes. Additionally, SANY Group’s investment into Malaysia which contributes to foreign direct investment and technology transfer is applauded and shows that Malaysia is on track in attracting high-quality foreign investments.”

YBhg. Datuk Azrulnizam Abdul Aziz, PR1MA Chairman, added, “We are very pleased to bring our collaboration with SCID forward. PR1MA and Malaysia can benefit greatly from SCID, which is an expert in IBS technology. We are confident that this collaboration will further enable PR1MA to boost the construction of affordable housing to meet the demands of Malaysian homebuyers.”

The MOU signing ceremony was attended by Minister of Local Government Development, YB Nga Kor Ming, PR1MA Chairman, YBhg. Datuk Azrulnizam Abdul Aziz, PR1MA Chief Executive Officer, YBhg. Datuk Seri Haji Mohd Nazri Md. Shariff, and SCID Managing Director, Wang Zhen Yi. The ceremony held at the Great Hall of the People, Tiananmen Square, Beijing, China, was witnessed by Prime Minister, YAB Datuk Seri Anwar Ibrahim.

PR1MA is an agency under the Ministry of Local Government Development tasked with building 100,000 affordable housing units while increasing homeownership in line with the 12th Malaysia Plan. To date, PR1MA has undertaken 70 projects, yielding a total of 60,295 units, out of which 33,000 units have been completed, 16,445 units are under construction, and 10,550 units are in the planning stage. SANY Group, the world’s second-largest machinery manufacturer, currently has a presence in Malaysia and Saudi Arabia with ongoing housing projects in these countries.
